RaaS vs. RPO: What's the Difference, and Which One Fits Your Hiring Volume?

RPO and Recruiting as a Service both promise the same basic thing: someone else handles your recruiting so you don't have to build a full internal team. That's about where the similarity ends. One is a 12–24 month program with dedicated account management and SLA reporting. The other is dedicated recruiting support you can start and stop as your hiring need does. Vendors use the terms loosely enough that it's easy to end up comparing the wrong two things — so here's the actual dividing line.

What RPO actually is

Recruitment Process Outsourcing hands most or all of your recruiting function to an external provider under a long-term contract — typically 12–24 months — with program management, reporting, and SLA tracking built in. It's designed for sustained, high-volume hiring: 100+ roles a year, where the infrastructure investment pays for itself. Providers like Talentful and SecureVision operate here, usually serving larger, VC-backed or enterprise tech companies with steady, predictable headcount growth.

What RaaS actually is

Recruiting as a Service gets you dedicated sourcing, screening, and candidate delivery for open roles — without a long-term contract. It's built for companies hiring 5–50 roles in a defined window: a funded growth push, a new team build-out, a seasonal spike. You get the recruiting support without standing up (or paying for) a full program.

The part most comparisons skip: how you're actually billed

This is where it matters more than the volume math. Most providers using the RaaS label — Recruiter.com, Talentful, Blue Signal Search, SecureVision — still bill a flat monthly fee, whether you make one hire or ten. Crossbridge's model is different: a flat 15% fee, due only when you hire, with no subscription and no upfront cost. If RPO is a retainer and most "RaaS" is a subscription with a different name, Crossbridge RaaS is neither — you're not paying for capacity you're not using.

Which one fits you

  • Hiring 100+ roles a year, need full program infrastructure and SLA reporting? → RPO

  • Hiring 5–50 roles in a defined window, want to pay only for outcomes, no long-term contract? → RaaS

  • Not sure yet, and don't want to commit to a 12-month program to find out? → Start with RaaS — there's no lock-in either way.

Bottom line

If your hiring need has a start and an end date — a funded quarter, a new team build-out — you probably don't need a 12-month RPO contract to fill it. See how Crossbridge RaaS works →
